Solving for Scotland, Scaling for the World: Inside CivTech Demo Day 11

Ten years ago, the Scottish Government launched an experiment in public sector procurement that many thought was too radical to work. The premise was simple, instead of the state defining exactly what technology it wanted to buy, it would instead define the problems it needed to solve and let the innovative private sector comanies come up with the solutions. This week, as I sat in the audience for CivTech Demo Day 11 in Edinburgh, it was clear that this "experiment" has evolved into one of Scotland’s most potent exports.

CivTech is a world-leading innovation programme that bridges the gap between the public sector and the tech startup scene. By hosting a public call for solutions to specific challenges, they create a unique pipeline where they take critical steps towards solving public service issues and commit investment into Scotland's innovative tech ecosystem.
From Local Challenges to Global Markets
One of the most striking takeaways from Demo Day 11 was the international perspective amongst the 12 pitching companies. While each startup was tasked with solving a specific Scottish problem, every single one demonstrated a clear global ambition. The market research presented on stage went far beyond our borders, proving that a challenge faced by a Scottish teacher or a rural health board is often a universal pain point felt in regions across the globe. To paraphrase Mark Elliot, Head of CivTech Division: “Scotland’s Challenges are very often the worlds challenges”
This means CivTech is doing more than just fixing local infrastructure; it is acting as a launchpad for Scottish companies to scale internationally. By solving a Scottish problem first, these entrepreneurs are de-risking their technology and building a proven case study that allows them to enter larger markets with confidence. Whether it is evaluating the impact of government decisions, ensuring the safe adoption of robotics, or reducing the administrative burden on teachers, these are solutions with a multi-billion pound global reach.
A Blueprint for Modern Governance
The success of the programme has not gone unnoticed. The CivTech model has been replicated in multiple countries, and the CivTech Global Alliance is now actively bringing this way of thinking to new regions. It is a rare and proud example of Scottish innovation leading the way on the world stage, not just in technology, but in the very philosophy of how government interacts with the private sector.
As we look toward 2026, the synergy between our public needs and our private sector capability is where Scotland's real economic opportunity lies. By enabling our startups to cut their teeth on complex public challenges, we are building a more resilient domestic landscape and a more formidable presence in the global tech corridor.
