CivTech Launches Round 12 with £5.7 Million in Contracts to Drive Public Sector Innovation

Scottish Business Network partner CivTech Scotland has officially launched Round 12 of its pioneering innovation programme, opening £5.7 million in contract opportunities for entrepreneurs, startups, and established businesses. The initiative invites innovative business across Scotland and the wider global network to tackle urgent public sector challenges, with applications open until midday on Tuesday 20 October 2026.

Rewiring Public Sector Procurement

CivTech has established itself as an international benchmark for GovTech innovation by fundamentally challenging traditional public procurement. Rather than prescribing rigid technical specifications or purchasing off-the-shelf software, the model flips the conventional approach on its head. Participating public sector bodies, known as Challenge Sponsors, define the complex operational problems they need to solve and invite the private sector to devise creative, dynamic solutions.

This challenge-led framework removes the traditional barriers that often shut out early-stage founders and small enterprises. In the CivTech ecosystem, prior experience in public procurement is not required, and teams do not need to be large, established suppliers to participate. Instead, the programme evaluates applications on fresh thinking, technical ingenuity, and a commitment to solving real-world friction.

Collaborative Product Development with Guaranteed Customers

A defining strength of the CivTech approach is that innovators do not build in a vacuum. Shortlisted applicants enter a paid three-week Exploration Stage, receiving dedicated funding to collaborate directly with Challenge Sponsors to understand the problem intimately and refine their commercial proposals.

From there, selected teams progress to an intensive 15-week Accelerator programme, where they receive substantial development capital to co-design and build a working Minimum Viable Product alongside the end user. Crucially, participating businesses retain 100 percent of their intellectual property, with zero equity taken by the programme. This structure ensures founders leave the accelerator not merely with a prototype, but with a fully tested solution, a reference customer, and a direct pathway to multi-year pre-commercial deployment contracts.

Solving for Scotland, Scaling for the World

While every CivTech challenge originates from a domestic operational requirement, the commercial scope of the programme stretches far beyond Scotland. Local public sector challenges, whether managing digital public services, demonstrating the commercial value of circular economy practices, or improving community support systems, mirror universal operational hurdles faced by governments and institutions worldwide.

By solving complex challenges domestically, participating companies create validated, de-risked case studies that provide an immediate launchpad into the rapidly expanding $10 trillion global GovTech frontier. Supported by the CivTech Global Alliance, the model has already been replicated internationally, proving that Scottish public sector innovation can build high-value, scalable commercial assets for global markets.

Timeline and How to Apply

The CivTech Round 12 Challenge Call is open now and will run until midday on Tuesday 20 October 2026. Following assessment and selection stages across November, successful applicants will commence the paid Exploration Stage in January 2027, with the main Accelerator running from March to June 2027 ahead of Demo Day.
